New York Powerball Rules

You have to be at least 18 years of age to play Powerball in New York, and you can enter by filling out a playslip from any one of over 17,000 licensed retailers in the state. You can pick your own numbers or choose a Quick Pick selection, and enter up to 39 consecutive drawings in advance.

Ticket sales close in The Empire State at 10:00pm ET on the day of a drawing, so make sure you complete your entry before the cut-off deadline.

You can 'Play It Again' and hand in a previous ticket from the last 30 days. All of your selections from the old ticket will be reprinted, so it saves you having to fill out another playslip.

The Powerball drawings can be watched live on television across New York on Monday, Wednesday and Saturday evenings at 10:59pm ET. The drawing is broadcast on the following channels:

How to Claim Prizes

Prizes worth up to and including $600 can be claimed from any licensed retailer, or from one of the 16 Lottery Customer Service Centers.

Prizes valued at $601 or more can be processed at one of the Customer Service Centers. Retailers cannot pay out prizes worth more than $600. If you win a prize of this value and take your ticket to a retailer to claim it, you will be given a File Claim receipt as proof your ticket has been validated. You will then need to complete your claim at a Customer Service Center.

Prizes up to $50,000 will be paid out when you visit a Customer Service Center, providing you show your winning ticket along with a completed claims form and proof of identification.

Prizes exceeding $50,000, including the Powerball jackpot, cannot be paid out by the Claim Centers. You will need to fill out ‘Authorization for Deposit’ and ‘Change of Winner Status’ forms if you’re a jackpot winner, and these claims will then be transferred onto the Prize Payment Unit in Schenectady for completion.

Claim Period

You have one year from the date of a Powerball drawing to come forward and claim your prize in New York. Any money that is left unclaimed once the deadline has passed will go back into the prize pool for future draws, or go towards future jackpots and special events.

Taxes

New York has the highest rate of tax of any participating Powerball state. You are required by the New York Gaming Commission to pay 8.82 percent state tax on winnings over $5,000, in addition to any federal taxes owed. Some locations within the state also levy a local income tax. New York City, for example, has an income tax rate of 3.876 percent, which is also applied to any lottery winnings. Lost and Damaged Tickets

Any tickets that are damaged can still be claimed, but the tickets must be validated. You should sign the ticket, write your social security number on it, and mail it to the following address:

You won’t be able to claim a prize on lost lottery tickets. Whoever is in possession of a winning ticket can claim the prize. You should always sign the back of your ticket in case it gets lost, and contact a New York Lottery Customer Service Center if you do lose it. You can also speak to the New York Lottery Security Office on 518-388-3416 for further information.

Going Public

You cannot remain anonymous if you win the Powerball jackpot in New York. Your name and city of residence will be released because it is deemed to be public information, along with the jackpot amount and the date of the winning drawing. However, other details, including your street address and telephone number, will remain confidential.

Where Does the Money Go?

All profits from the sale of lottery tickets in New York go towards public education in the state, as outlined by the New York Constitution. Over $64 billion has funded work of the New York State Education Department since 1967, helping public K-12 schools in the area.

Nearly half of all the lottery’s revenue goes towards paying prizes back to players. Around 34 percent of it is allocated to Aid to Education, with the remaining money used to cover costs and retailer commissions. The table below shows how the revenue from ticket sales is split:

New York Powerball Winners

There have been many jackpot winners in New York since it joined Powerball in 2010, including carpenter Nandlall Mangal, who scooped $245 million on August 11, 2018 after spending $6 on a Quick Pick ticket. The 42-year-old bought his winning entry at the Stop & Shop supermarket on Hylan Boulevard in Staten Island and he claimed his winnings through a trust named ‘Sea and Sand’.

In October 2018, a winning ticket bought at the West Harlem Deli on 5th Avenue in New York City shared $687 million with another ticket from Iowa. The New York ticket belonged to Robert Bailey, a retired federal government employee, who had been playing the same numbers for 25 years. He said he planned to ‘give back to Manhattan’, as that is where he grew up.
